Question 1 - 1% Educational Sales Tax

Shall a one percent sales and use tax for educational purposes be imposed in Emanuel County for the period of time not to exceed five years (20 consecutive calendar quarters), beginning upon the expiration of existing sales and use tax for educational purposes presently in effect, in order to raise not more than $27,500,000 for the purpose of acquiring, constructing, and equipping capital outlay projects at all schools and facilities in the School District including, but not limited to: (a) renovating, repairing, improving, and equipping athletic facilities relating to Phase II of the athletic complex renovations at Swainsboro High School and Emanuel County Institute, and other athletic and recreational projects through the district; (b) paving parking lots and roads at schools within the system; (c) purchasing band equipment for Swainsboro High School, Swainsboro Middle School, and Emanuel County Institute; (d) updating the HVAC system at Swainsboro Middle School and Swainsboro Primary School (e) constructing a new multipurpose building for Swainsboro High School and Swainsboro Middle School; (f) new lab space at EDGE Career Academy; (g) building renovations at the Board of Education Central Office; and (h) upgrading system-wide technology, textbooks, and school buses, acquiring school equipment and furnishings and other real and personal property including the acquisition of land, and construction of needed facilities, paying expenses incident to accomplishing the foregoing, and appurtenances of the Emanuel County School District? If imposition of the tax is approved by the voters, such vote shall also constitute approval of the issuance of general obligation debt of the Emanuel County School District in a principal amount not to exceed $15,000,000 for the above capital outlay purposes and for the payment of capitalized interest on such debt.
