Question 2 - Educational SPLOST

Shall a one percent sales and use tax for educational purposes of the Bartow County School District (the "Bartow District") and the School System (the "Cartersville System") of the City of Cartersville, Georgia (the "City of Cartersville") be reimposed within Bartow County, upon the termination of the one percent sales and use tax for educational purposes presently in effect, for a maximum period of time of 20 calendar quarters, for the purposes of providing funds to pay (1) for the Bartow District, the cost of acquiring, constructing, and equipping one new middle school to replace an existing middle school; acquiring instructional and administrative technology and communications improvements (including, without limitation, student and staff laptop or other personal devices and necessary software); acquiring school buses, other vehicles, and related transportation equipment; acquiring safety and security equipment; acquiring land for future schools and facilities; adding to, renovating, repairing, improving, and equipping existing school buildings, athletic and fine arts facilities, transportation, maintenance, and other administrative facilities, and other buildings and facilities useful or desirable in connection therewith; and acquiring any necessary property therefore, both real and personal; and, to the extent funds are available, acquiring, constructing, and equipping one new elementary school to replace an existing elementary school and acquiring any necessary property therefore, both real and personal, all at a maximum cost of $224,453,400; and (2) for the Cartersville System, (a) the cost of adding to, renovating, repairing, improving, and equipping existing school buildings, athletic and fine arts facilities, transportation, maintenance, and other administrative facilities, and other buildings and facilities useful or desirable in connection with Cartersville Primary School, Cartersville Elementary School, Cartersville Middle School, and Cartersville High School; acquiring instructional and administrative technology and communications improvements (including software); acquiring school buses, other vehicles, and related transportation equipment; acquiring safety and security equipment; acquiring land for future schools and facilities; and acquiring any necessary property therefore, both real and personal, all at a maximum cost of $53,821,100, and (b) the cost of retiring a portion of the City of Cartersville's General Obligation Bonds, Series 2021, or bonds issued by the City of Cartersville to refund such bonds, by paying or making provision for the payment of the principal of and interest on such bonds coming due on April 1, 2027 through October 1, 2031, in the maximum amount of $21,725,500? If reimposition of the tax is approved by the voters of the Bartow District, such vote shall also constitute approval of the issuance of general obligation debt of the Bartow District in the principal amount of $75,000,000 for the purpose set forth in clause (1) of the above question, to pay capitalized interest incident thereto, and to pay expenses incident to accomplishing the foregoing. If reimposition of the tax is approved by the voters of the City of Cartersville, such vote shall also constitute approval of the issuance of general obligation debt of the City of Cartersville in the principal amount of $22,870,000 for the purposes set forth in clause (2)(a) of the above question, to pay capitalized interest incident thereto, and to pay expenses incident to accomplishing the foregoing.
