Shall the Charter for the City of Sterling be amended to read as follows, to allow online or other reasonable notice prior to final passage of an ordinance? An ordinance may be introduced at any regular meeting by any member of the council, or any committee thereof, and shall require the affirmative vote of a majority of the seven (7) council members for passage. Upon introduction it shall be read a first time and a day and hour TO DISTRICT FACILITIES, INCLUDING BUT NOT set at which the council or a committee shall hold a public hearing thereon. Such hearing may be at a regular meeting of the council or at such time and place as the council may order and may be adjourned from time to time. An ordinance, before final passage, shall be read in at least two (2) regular meetings of the council, may be amended on its first reading, and shall be published once in a manner that provides reasonable notice to the public, which may include publication in the print or online edition of a newspaper of general circulation in the city, or other methods consistent with general law, at least ten (10) days before its final passage. When the city council deems it appropriate, publication of the title of an ordinance, or the title of an amendment thereto, together with a statement that the text is available for public inspection in the office of the city clerk, shall be sufficient publication.
