Flock cameras are automated license plate readers (ALPRs) that capture a vehicle's license plate, make, model, color, and the time and location where it was seen. They’re supposed to help recover stolen vehicles and solve crimes. While the purpose may be noble, this technology enables the routine collection of location data on millions of drivers who are not suspected of any wrongdoing. Civil liberties organizations have already raised concerns that this information can be stored in cloud databases, shared across thousands of law enforcement agencies, and used to reconstruct a person's travel patterns without a warrant. These concerns have led to lawsuits, legislative proposals, and the termination or suspension of Flock camera programs in several states over questions of privacy, transparency, data sharing, and government oversight.
