The purpose is to ensure that all public safety policy, regulations, and laws are implemented effectively and responsibly, allowing sufficient time for public safety agencies, law and justice systems, and citizens to interpret, educate, and comply with the legislative action. The mandate will be all new public safety policies, regulations, and laws must have a minimum implementation timeline of no less than 180 days from enactment to allow for proper understanding and preparation. Public safety agencies shall be provided with adequate resources and training materials to educate their officers and personnel on the new policies and regulations. Training programs must be developed and implemented within the implementation timeline to ensure that all officers are informed and prepared to enforce the new laws effectively. The legal agencies shall issue clear and comprehensive guidance on the interpretation and application of the new legislative actions to ensure consistency in enforcement and compliance and shall conduct outreach and education initiatives to inform the public, legal professionals, and stakeholders about the implications of the new laws. Fentanyl, Addiction and Behavioral and Mental Health Crisis will provide policy, regulations and fiscal investments across all ages, communities, workplaces, and governing programs to invest in prevention, recovery, and aftercare programs. All state service programs, and funding programs will be mandated to have multi agency engagement and planning, with a cross local, tribal, and federal consultation with intent for collaboration tools and policies to work together to support the crisis in WA State. Addresses the need to ensure laws, regulations and policies address the support for middle housing as well as low-income housing, and cities and counties receive the support for GMA smart plans that address the need for zoning and infrastructure for housing of all types, and all high school students and college students must have 2 credits for financial and computer literacy classes. Our work must also provide investments for the Green Building and Sustainable Development Act, which all new construction projects to meet green building standards, energy efficiency criteria, and sustainability guidelines to reduce environmental impact and promote resource conservation. Not only do we need to encourage the retrofitting of existing buildings with energy-efficient technologies, renewable energy systems, and water-saving measures to improve building performance and reduce carbon footprint, but e need to make it affordable for developers and buyers. We need to continue to provide tax incentives, grants, and rebates for green building initiatives, sustainable development practices, and eco-friendly construction materials to incentivize sustainable growth and infrastructure development. Specifically addressing Water, Population, and Climate Change is vital to the sustainability of Washingtonians way of life. Water Resource Protection and Planning Act establish a statewide water management plan that ensures sustainable water use, quality protection, and conservation efforts across all regions of Washington State. However, it does not address water for salmon and resources, or industries. We need laws that address water efficiency standards for agricultural, industrial, and residential sectors to reduce water consumption and promote responsible water stewardship. We need to invest in cross agency science, data sharing and regulations that do not conflict with one another, so we are not stealing water from one need for another: but rather developing water for populations, salmon and industry. We will need to create incentives for the development of innovative water technologies and practices to address future water challenges and ensure long-term water security. Thru investing in the GMA, we can address implementation of the Population Growth Planning and infrastructure Development Act which require comprehensive population growth forecasts and urban planning strategies to guide infrastructure development, transportation systems, and housing initiatives in alignment with smart growth principles.
