It won’t fit on a bumper sticker, but the current effort to reform the Missoula code from top to bottom is the single largest opportunity we have to improve the lives of Missoulians. Code reform can improve outcomes, reduce unnecessary regulatory barriers that frustrate our staff and anger our residents, and create an inclusive environment that gives all residents the opportunity to build a business, own a home, start a club, organize an event, or even recreate in one of our wonderful open spaces. Ultimately, code reform is our opportunity to tie together Missoula’s progress on housing, equity, climate, and economic development, and to live our values by eliminating systemic barriers that have held people back. With the new land use plan, forthcoming zoning, and unified development code, we are laying the foundation for a Missoula that is more accessible, equitable, and resilient for decades to come. We also have an obligation to ensure that we are providing housing opportunities for all so that Missoula fulfills the promise of equity and inclusion that the generation before us worked so hard for. We can achieve success in this area by improving efficiencies in our housing development process, something I believe the City of Missoula is committed to with the long-term complete regulatory code reform closing in on the finish line. The community, not simply the mayor and council, needs to help guide our priorities. I will continue to advocate for an inclusive zero-based budgeting process for every city department at least once in a four-year term. Learn more
We must do whatever we can to work with the legislature to develop and implement broader relief for residential property taxpayers, particularly considering the state has a billion-dollar revenue surplus. State action remains the most impactful way for us to change our current unsustainable situation. Learn more
I support the move towards a Priority Based Budgeting approach to our city budget, identifying programs that offer the highest value to our residents and funding them appropriately, while reducing or eliminating service levels of areas outside our identified priorities. Learn more
