Mayor Proctor wasn't even sworn into office one week when Winter Storm Uri hit in 2021! In response to the challenges of the COVID-19 pandemic and Winter Storm Uri, Mayor Proctor established the DeSoto COAD, a coalition of organizations that provide critical support during disasters.
