Get StartedFirst, we must block corporate mergers in entertainment. Californians want jobs, not monopolies. As Governor, Tom will not let corporations prioritize profits over the artists and craftspeople who built California into the cultural capital of the world. Tom will firmly oppose megamergers like Warner Bros.-Paramount, which enriches executives and shareholders at the direct expense of working people. Learn more
Tom will make sure we protect workers and create hundreds of thousands of new jobs that AI can’t do. Regardless of its potential, AI will not replace all thinking and creative jobs. While it may make them faster or more efficient, no machine can replace our innate creativity, compassion, and experience – the uniquely human things we bring to our work. Learn more
Raise billions in consistent funding for our schools by closing corporate tax loopholes – including the Trump Tax Loophole and the offshore corporate tax loophole. Learn more
Fund more in-state enrollment so qualified California students are not turned away. Learn more
Data centers should never cost California families a cent. Tom will mandate that data centers ensure energy prices for families go down – not up. Learn more
Make the most advanced technologies like home batteries, rooftop solar, heatpumps, and EVs accessible to all. Learn more
Make climate polluters, not taxpayers or consumers, pay to address the effects of climate pollution. Learn more
I have publicly called for the California Public Utilities Commission (CPUC)— some of whose members will finish their terms next year—to reject utility profit increases. As governor, I'll fill CPUC vacancies with people willing to take on utility lobbyists and protect ratepayers. Learn more
I’ll direct the California Energy Commission (CEC) to activate the "maximum gross refining margin" penalty. This will use the state's existing executive authority to establish a hard, legal ceiling on exactly how much profit refineries are allowed to make off a gallon of gas. Learn more
Name and address the structural racism that has impacted the health and livelihood of communities across California. Learn more
As Governor, I'll invest in these distributed solutions and fund demand-side grid programs. Many of these technologies are invented and built right here in California. They cost far less than typical utility infrastructure, can be implemented quickly, and deliver increasingly localized solutions at lower cost. Utilities will still manage poles and wires, but they won't be permitted to block competition or prioritize expensive capital projects over smarter, cleaner alternatives. Learn more
I’ll attack the “mystery gas surcharge” enabled by Big Oil’s monopoly control over gas pricing. And I’ll work with the Attorney General to launch an official investigation as to why Californians are charged more compared to the rest of the United States. Learn more
Build a system that covers everyone with the full range of health care services, regulates rates, and includes a robust network of coordinated care. Learn more
California has built the world’s most advanced health care and biomedical research ecosystem, and will remain so. Learn more
We must build every type of home to meet the needs of every Californian: from shelters and transitional housing, to encouraging and supporting the building of apartments and starter homes, as well as single family homes. To do this, we need to make it easier to finance projects, bring certainty and speed to construction, and slash fees and taxes that destroy affordability. Learn more
As Governor, I will draw on my decades of experience in investing so that state housing programs, whether funding, financing, or incentivizing, align with the real estate finance system. I will streamline competing programs, maximize flexibility, incentivize private liquidity, and partner with local governments. I will invest our public dollars to get the best return possible, by aligning financing programs and incentives to actually meet the needs of the market and fill the missing middle. Learn more
Tom will seek legislation to grant the California Attorney General the authority to hold ICE agents accountable for violent, illegal conduct on the job, including criminal liability for ICE agents and their leadership. Learn more
Building on existing California law, Tom will seek legislation to outlaw law enforcement from profiling Californians based on their race, ethnicity, language, occupation, or location. In July 2025, the U.S. District Court for the Central District of California found that ICE agents were demonstrably engaging in, among other things, racial and ethnic profiling. Learn more
While small businesses in California pay taxes on everything they earn, multinational giants use this loophole to legally hide their profits in offshore tax havens. Learn more
Second, Tom will defend and expand film tax credits. Tom refuses to let California get outbid or outmaneuvered by other states and other countries. Californians shouldn’t have to travel halfway around the world to work in the industry we invented. The California Film and Television Tax Credit Program has created nearly 200,000 jobs. Those tax credits not only enable us to compete on cost with other states and countries around the world, but they are also crucial investments that return far more money than we put into them. Learn more
We will reform the commercial side of Prop. 13 to end this corporate tax break that lets the wealthiest property owners, like Donald Trump, avoid paying taxes based on what their skyscrapers, golf courses, and tech campuses are actually worth. Learn more
