As a Libertarian, I propose getting the state out of the mass transit business entirely. I would cancel the remaining high-speed rail project immediately, redirect any remaining funds to pay down state debt if legally and practically possible, and attempt to sell the existing infrastructure (land, partial tracks, stations, and equipment) to private buyers or consortia that could repurpose it for more productive uses—freight, local rail, or other infrastructure.
