In order to continue to provide our residents with the services of the best-in-class public safety resources as we have for decades, we must strengthen our investment in recruitment, training, and retainment policies. We need to bring our public safety resources to their fully authorized employment levels which have not been attained in many years. This requires the continuing financial commitment necessary to fund the best-in-class public safety resources, as the City has always done. Allocate additional resources to the Burbank Police Department’s (BPD) existing Mental Health Evaluation Teams. BPD’s Mental Health Evaluation Teams have proved very effective in coordinating assistance and de-escalation when residents and visitors with mental health issues come into conflict with members of the BPD. Since many of the residents and visitors with mental health issues that come into conflict with members of the BPD may also be homeless, the Mental Health Evaluation Teams have a first responder’s access to such individuals and have a firsthand opportunity to bring those individuals into the resource pool that exists for these individuals. Business Town Halls I believe the best way to keep the pulse of a city’s economy and its business community, is to be all ears and listen. As City Clerk, I have an open-door policy; accessibility is a high priority for myself and my staff and listening to community members and their needs is what local government is supposed to do. I will bring this same approach to the City Council. I will strive to hold quarterly Business Town Halls, where we will invite businesses in the city to attend and we will listen to their needs and concerns, small and big. Learn more
Clean energy – Like most municipalities, clean energy is of the utmost importance. We currently have 32% clean energy in Burbank. Our goal is 60% by 2030, and there is no reason that goal can’t be crushed. We need smart, innovative, and cutting-edge alternative energy programs. We need to look closely at our energy usage, our peak load during the summer months, and chase ways to relieve and cut the top part of that load curve. On a micro level, we can bring programs to Burbank that enable residents to swap out old and dated lighting and other energy inefficient appliances around the house with energy efficient light bulbs, LED lighting, more energy efficient HVAC, etc. We have learned that one without the other does not address the issue, and we can do lot for our fight for clean energy by looking into solar. Many commercial rooftops in Burbank may be viable and ideal locations for solar and battery. We must look into building electrification and smart development. and virtual power plant programs and concepts. Learn more
Water Conservation- Supporting water conservation efforts will help us prepare for the future and ensure a clean and safe water supply. I will make sure the city provides incentives to households who wish to plant more local and drought tolerant plants in their yards. Businesses that find ways to capture and reuse rainwater will also receive support and incentives from the city. Learn more
Solid Waste/Food Waste- COVID brought with it an uptick in takeout, and as such, increased food waste and increased use of take-out containers. We have a composting program in Burbank, but there is no reason we can’t expand the program. This program expansion though rests heavily on community outreach and engagement, a skill I have honed and polished over the last 30+ years. Learn more
We need to be more effective in bolstering resources from the state and county to be used in Burbank to address our homelessness issues, and with the mental health issues that are related to much of the homeless population. As a City Councilperson, I will make securing additional funding for homelessness and mental health issues in Burbank a major priority. Learn more
I look forward to working with the Council, the Community Development Department, and the community to aggressively pursue new development projects within the areas of the City that will not impact existing single-family neighborhoods. The goal is to promote a broad range of housing with a mix of affordability, as well as high quality senior housing, to fundamentally address the housing needs of this community. Our City needs to develop proactive plans to pursue high quality development opportunities rather than just being reactionary in looking at projects as they come into the system. The public services that we have all come to appreciate in this City, such as our Park and Recreation Department, our Public Works Department, our libraries and refuse systems, all define the unique community that is Burbank. I am committed to maintaining the public services that we have all come to expect. In this respect, we need to do more. We have roads and infrastructure that require further capital investment, and we need to ensure that our budgets and capital improvement plans are executed and not “kicked down the road.” Hence, financial discipline is critical in the actions of the Council.
